There will be no entrance test for this admission, it said, a decision taken last week at the University Grants Commission (UGC) meeting to discuss internationalization of UG and PG programs in India.
UGC President J. Kumar told the media that universities and higher education institutions across the country will now be able to create 25 per cent additional seats for foreign students in their undergraduate (UG) and postgraduate (PG) programmes.
HEIs will be allowed to admit international students using a transparent admission process like that of foreign universities and these students will not have to go through the admission process used for admission in India.
Most seats for international students will not include international students under exchange programs and through Memorandum of Understanding (MoU) between institutions or between the Government of India and other countries.
The seat left vacant in the supernumerary category will not be allotted to anyone other than an international student. International students in this context would be defined as holders of foreign passports, – explained Mr. Kumar. The seats will be exclusively for international students in both undergraduate and postgraduate programmes.
The additional seats in professional and technical institutions will be managed by the respective statutory bodies. All the details regarding number of seats available for international students in each programme, prescribed fee, admission procedure, eligibility conditions etc., will be provided by HEI website – he said.
The decision in respect of 25 per cent supernumerary seats is to be taken by the higher educational institutions concerned as per the specific guidelines issued by the regulatory bodies keeping in view the infrastructure, faculty, and other requirements.
In addition to their total accepted enrolment for undergraduate and graduate programs, HEIs can create an additional 25 percent of seats for international students.

Internationalization of higher education is an essential aspect of the National Education Policy 2020 and helps in integrating international and intercultural dimensions in higher education, Mr. Kumar said.
In order to facilitate internationalization of Indian higher education institutions, UGC has prepared guidelines for admission of international students and creation of additional seats.
The main objective of these guidelines is to facilitate smooth and easy admission of international students to higher education institutions in India, to create an enabling environment for the Indian higher education system to attract international students and to make India a preferred destination for international students.
