The Central Board of Secondary Education (CBSE) and the Council for the Indian School Certificate Examinations (CISCE) will today respond to concerns raised by some students and parents over the evaluation plans of both the boards prepared for evaluation in the Supreme Court of India. Class 12 students whose exams were cancelled due to the COVID-19 pandemic. A vacation bench of Justices AM Khanwilkar and Dinesh Maheshwari had on Monday said that it will hear the response of CBSE and CISCE at 2 pm today.

On Tuesday, the bench had also directed to list all pending petitions questioning CBSE and CISCE’s decision to cancel class 12 board exams and their evaluation plans.
A group of students and parents have flagged their issues regarding CBSE and CISCE Class 12 evaluation formula and said that it is difficult to understand.

CBSE and CISCE Have To Clarify

Vikas Singh Senior Advocate, appearing for some of the students, argued that physical examination should be conducted as the positivity rate of Covid has come down. He also argued that even a senior mathematics teacher cannot understand the CISCE evaluation formula, then how can the students understand it?

Justice AM Khanwilkar said that this is not possible from the perspective of an individual on the marking scheme. Justice Khanwilkar said, “We cannot go by the opinion of an individual. If the scheme is discriminatory, we can understand but cannot go by any individual.”

The court has asked CBSE and CISCE to clarify on the complaints of the petitioner. The Supreme Court of India also heard a petition filed before the court by class 12 private and compartment students against the CBSE’s decision to conduct offline exams for them amid the ongoing COVID-19 pandemic.

The plea of a group of students, through advocate Manju Jaitley, said that the decision of CBSE amounts to unequal treatment of class 10 and 12 private/correspondence/second chance compartment candidates as prescribed by the CBSE to the regular students by the board. The exam has been cancelled.

Class 12 Compartment Exam

With regard to private or second chance compartment candidates, CBSE said that the examinations will be conducted in such a way that they come under the evaluation policy for the academic year 2019-2020 as approved by the apex court last year and, their result will be declared as per the said evaluation policy.

“Their examinations will also be held anytime between August 15, 2021 to September 15, 2021, subject to favourable conditions,” the affidavit said.

CBSE Class 12 Revised Assessment Scheme

The Supreme Court was on Monday told by both CBSE and CISCE boards that they have amended their respective Class 12 evaluation scheme for students and added a dispute resolution mechanism for candidates who have any objections.

CBSE said it contains a clause which states that the dispute regarding the calculation of class 12 results will be referred to a committee constituted by the board. Further amending the scheme, it has been said that after the declaration of 12th result, if the candidates are dissatisfied with their marks, CBSE will provide an online facility to register for the board examinations.

“The examination will be conducted by the Board in the main subjects only as and when the circumstances are favorable for conducting the examination. However, the marks obtained by a candidate in this examination will be considered final for those who choose to take this examination,” CBSE said in its affidavit filed in the apex court. The board said that as per the plan, CBSE Class 12 Board Exam Result 2021 will be declared by 31st July 2021.

Examinations for such candidates will be held at any time between August 15, 2021 to September 15, 2021, subject to favorable conditions, before the date of alternative examination for candidates not satisfied with their evaluation with the policy, examination in CBSE The affidavit filed by controller Sanyam Bhardwaj said.

CISCE Class 12 Revised Assessment Scheme

CISCE has also filed an affidavit in the court saying that it has complied with the direction and amended its evaluation scheme for 12th Standard students.

It added that CISCE will endeavor to publish the result at the earliest, subject to conditions being favorable and stable, the result will be published on or before July 31, 2021. CISCE said that in the event of any student having objection(s) regarding the calculation of marks in the result; He may make a written application to the concerned school stating the objection in detail along with the reasons.

With regard to the improvement examination, CISCE stated that the candidates who are not satisfied with the evaluation scheme will have the option to appear in the written examination in one or more subjects/paper(s) to be conducted later by CISCE.
