Chhattisgarh Health Minister TS Dev on Friday requested the central government to allow students returning from war-torn Ukraine to take admission in medical colleges in the country after passing the tests. In a letter to Union Health Minister M.M., Singh Deo has expressed concern about the future of these students.
Singh Deo said that students completing medical education abroad have to undergo an examination to qualify as doctors in India, and such a process should be followed in the case of those who do their education from Ukraine, coming back unfinished. The minister said that additional seats may be created in medical colleges to absorb the students who pass such examinations.
I personally feel that if these students are absorbed in the medical colleges of the country through a prescribed process, they will happily accept it.
Given the current situation, it is uncertain when normalcy will return in Ukraine. A large number of students from Chhattisgarh and other states who are pursuing medical courses there are returning home and worried about their further studies. Even his parents, who have spent their hard earned money on his education, are worried, – Singh Deo said.
The Indian Medical Association (IMA) on Friday wrote a letter to Prime Minister Narendra Modi and Union Health Minister M.M. Singh Deo about the fate and future of all MBBS students admitted to medical schools or colleges in Ukraine and now returning to India from war. The situation worsened after Russia’s ongoing military operation in Ukraine.
The Indian Medical Association further recommended, – All the expelled medical education learners who are Indian citizens and have obtained admission there after obtaining eligibility certificates from the statutory authorities in India and at various stages of progress in the existing medical schools shall be admitted as one-timers.
By way of proper disbursement distribution keeping in view the geographical locational interests of the said learner in the country directing that the one-time incorporation in the concerned medical college shall be taken as an increase in the annual intake capacity, should not be taken and should be allowed to go to the concerned Indian Medical Schools for the remainder of his MBBS course.
It will also require verification of certification which has been created by the competent academic authorities of the medical schools where they were originally admitted to medical schools in Ukraine, thereby allowing their progress to Indian medical schools,” the letter read.

Number of medical students who have sought admission in medical colleges or schools in Ukraine and are in different stages of their progress. In the matter of setting the prescribed rules, an Indian student seeking admission to any foreign medical college is required to obtain an eligibility certificate for the said admission from the erstwhile Medical Council of India, now established under the National Medical Commission Act, 2019. As a result, on passing out they will be as good as Indian medical graduates and not as foreign medical graduates. This will not only go a long way in saving them all from their uncertain fate and future, but will also go a long way in fulfilling a larger humanitarian cause in the most appropriate manner, explained the IMA in its letter.
