The Delhi High Court on Thursday said the quota for OBC candidates is aimed at encouraging them to pursue their dream of higher education and it is the duty of the authorities to carry forward the constitutional goal of providing reservation for them. The court made this observation while directing the Delhi University to admit an LLM candidate who was denied admission for failing to produce an OBC-Non-Creamy Layer certificate.
The court observed that while the authorities had earlier allowed the students to apply for admission on the basis of their earlier OBC-Non-Creamy Layer certificate, the petitioner should have been given at least some reasonable time, observing that He had already applied for issuance afresh. certificate.

Hearing the aspirant’s plea, Justice R. Palli observed that the Delhi University gave hardly four hours to the petitioner to upload all the documents and the denial of admission because the certificate was not of the current financial year was arbitrary and completely was unstable.

Noting that the examinations for the first semester of the course were going on, the court allowed the petitioner to write his examinations for the subsequent semesters as per the practice being followed by the university.
The respondent is directed to grant immediate admission to the petitioner in the three-year LLM program for the academic year 2022, – the High Court ordered.
