Haryana government plans to link government and private schools through twinning programs so that students can learn from each other. Presenting the budget estimates for 2024-25 in the state assembly here on Tuesday, Chief Minister ML. Khattar said, – Under the programme, identified government schools will be set up with audio-visual classes and linked to an associate private school. These schools will organize shared training and learning resources.
Khattar also said that the government proposes to start a new school health program which proposes to screen 25 lakh school children twice a year and it will be started from the next academic session. In order to provide safe transport facility for students in educational institutions and ensure that girl child is not left out due to lack of safe and secure transport, the government will launch Safe and Accessible Transport: Haryana Initiative.
This facility will be provided to all girl students studying in government institutions including senior secondary schools, colleges, industrial training institutes, polytechnics, medical, para-medical and nursing institutions. The plan will be notified in April, he said. I am hopeful that the twinning program will help bring the society together so as to enable shared learning across institutions, – he said.
In the health and medical education sector, for which he allocated Rs 8,927 crore, Khattar said all sub-divisional level hospitals located at a minimum distance of 40 km from the nearest district hospital would be upgraded to 103-bed hospitals.
By 2025, the number of undergraduate seats in Haryana’s medical colleges will increase to 3,037 from 700 in 2015, said Khattar, who also holds the finance portfolio.
Senior Citizen Corner will be started in all districts:
In order to attract medical graduates to government service, it has been decided to reserve 40 per cent seats for doctors in government services in postgraduate medical courses in government medical colleges.
He said that keeping in view the increasing proportion of senior citizens in the population of the State, Senior Citizens’ Corner would be started in all District Civil Hospitals with Physiotherapy units.
To motivate doctors in small towns to set up their own, Khattar proposed in the budget to introduce a scheme for interest subvention to doctors who want to set up new hospitals, nursing homes or clinics in small towns.
Interest subvention at the rate of 2 per cent for a period of three years will be provided to those wishing to invest in such facilities in municipal societies and “MAHAGRAMS” through loan assistance taken from financial institutions.
Six new industrial sanitation laboratories:
The government will set up six new industrial sanitation laboratories at Panipat, Sonipat, Ambala, Hisar, Rohtak and Jind for regular medical check-up of workers.
He said that the government will also add 50 luxury buses and mini buses for those routes where regular buses are not viable. Khattar also said that Haryana Roadways is moving towards an electronic ticketing system which will be started from April 2022.
This will make Haryana the first state in the country to implement a comprehensive electronic ticketing system linked to the National Common Mobility Card with a centralized information and management system. Passengers waiting for the bus can know on a real-time basis and on their mobile phones when the next bus will arrive, he said.
Ministry of Civil Aviation to develop a heliport facility in Gurgaon:
The government also proposes to introduce a new maxi-cab policy to increase point-to-point transport options for the people.
The state government is working with the civil aviation ministry to develop a heliport facility in Gurgaon, which will not only meet the demand for helicopter connectivity in the National Capital Region, but also deal with medical emergencies under the provisions of the central government’s Helicopter Emergency.
