Mr. Manish Sisodia (Deputy Chief Minister) said on Thursday that – the Delhi government will take over the management of a top private school in Rohini over alleged arbitrary & unjustified fee hike and has got the necessary approval from the Lieutenant Governor’s office.
The Delhi government had issued orders several times to withdraw the arbitrarily increased fees by the school, but the school management has failed to comply with these orders every time.
Chief Minister Arvind Kejriwal had approved DoE’s proposal to take over the management of Bal Bharti School. This file was sent to the LG, which has now been approved – Sisodia said.
Strict action will be taken against any school arbitrarily increasing the fees, – he said in statement.
In its response, the school said that it has not yet received any communication from Department Of Education (DoE) and added that it has always acted under the provisions of the Delhi School Education Act and Rules (DSEAR) and complied with all court decisions.
Principal Gita Ganwanni said, – We are getting to know about all this only through media. We have not received any communication from Department Of Education (DoE) yet and we will look into the whole issue once we get any communication.
Bal Bharti Public School has always worked under the provisions of DSEAR and has followed all the judgments given by the Hon’ble High Court of Delhi on related issues in the past and will continue to do so in future also.
We assure the parents as we want our students to always protect the interests of our students – the principal said.
In-depth Inspection of Financial Statements:
According to Department Of Education (DoE), the department had conducted a thorough inspection of the financial statements of Bal Bharti School for the financial years 2016-2017 to 2017-2018.
During detailed inspection of records, it was found that the total funds with the school for the year 2017-2018 was Rs 23.82 crore. Out of this amount, Rs 20.95 crore was estimated to be spent. Even after spending Rs 20.95 crore, the school management had a net surplus of about Rs 2.87 crore.
After this the Directorate of Education came to the conclusion that there was no need for the school management to increase the fees. In this regard, DoE refused to accept the fee hike proposed by the school for the academic session 2017-2018.
Complaints Received From Parents:
Apart from this, further adjustments had to be made in the fees hiked by the school in 2017-18. But, in the meantime, the Delhi Govt. again received complaints from the parents that the school had INCREASED THE FEES SEVERAL TIMES in 2018-19 and 2019-20 and asked them to deposit the arrears.
Consequently, we issued a notice to the school on 10th May, 2019 asking why the recognition of the school should not be cancelled or why the government should not take over the management of the school. The reply received by the school was not satisfactory.
DG Initiate the Process of Taking Over the Management:
In view of this situation, The Delhi government has decided to initiate the process of taking over the management of the school, and the file was sent to the LG for approval. Hence the file was approved by the LG and further proceedings are underway.
The Delhi government had yesterday approved taking over the management of Apeejay School at Sheikh Saarai on the same issue. The school management had denied all the allegations and said that the matter was sub-judice.
