The Delhi High Court directed the CBSE to treat the petition as representation and decide whether to refund the examination fee charged in full or in part. However, the decision has to be taken in a span of 8 weeks. This is in response to a PIL seeking refund of examination fee charged by CBSE from class 10 and 12 students.
The Delhi High Court had said that it cannot be argued that the CBSE did not spend anything, it is still assessing the students. It came up with a formula to declare the result for class 10 and Class 12 students. However, the syllabus had also observed that some cost has been saved due to non-conduct of the examination.
CBSE said that it also depends on the examination fee for many other aspects. Also, the board has given an opportunity to the students to appear in special examinations if they are not satisfied with their results. The board will conduct it without any extra charges. Considering all these points, Delhi High Court has directed CBSE to take a decision on refund of examination fee within 8 weeks.
CBSE also stated that it is a self-financing institution. It does not get funds from the Centre. The entire functioning of the board depends on the examination fee. Apart from exams, they have to maintain infrastructure, conduct consultations, various events from these charges. The decision from CBSE is likely to come soon. However, the court gave liberty to the petitioners to file a fresh writ petition if they were not satisfied with the decision taken by the CBSE.
The results of class 10 and 12 CBSE students are likely to be declared on or before July 31, 2021. Earlier, the Supreme Court of India had directed all the boards across the country to publish their class 12 results before July 31, 2021. Keeping this in mind, CBSE has already started the evaluation process.
Schools in Delhi will not resume for offline classes any time soon. Delhi Chief Minister Arvind Kejriwal said that till the vaccination is not completed, we cannot “take a risk” with the children. The announcement came as a response to a question asked when will schools reopen in Delhi as several states have announced the resumption of classes in offline mode.
Keeping in mind the international trend and the possibility of a third wave of COVID-19, the Chief Minister said that restarting schools in offline mode would only put the lives of children at risk.
Amid a surge in coronavirus cases during the second wave, the Delhi government had ordered suspension of physical academic activities in schools and colleges from mid-April.
Auditoriums and assembly halls in Delhi schools, however, have been permitted by the Delhi Disaster Management Authority (DDMA) to be used for training and meeting purposes. The order issued by the DDMA on Saturday said that auditoriums and meeting halls of schools and educational institutions can be used for training and meeting purposes with a 50 percent seating limit.
The order said that all schools, colleges, educational and coaching institutions will remain closed and online or distance learning will be allowed.
