Till now, no board has ever conducted its exam in hybrid mode. However, till last year, no board had promoted students without exams. Due to the CORONA-19 cases, the students were assessed on a unique formula without conducting the final exams. Earlier, the CISCE had also suggested the same, however, later the council took a U-turn and said that it would conduct the exam only offline.
What are Hybrid Exams?
The students are demanding that since there is again a sharp rise in the COVID-19 cases in the country, some people will not feel safe to take the exam offline. So they are asking for the middle option. There should be an option to appear in the exam in both online and offline mode. Students who want to take offline exam will be allowed. According to the students the board exam will be conducted in both online and offline mode.
CBSE, CISCE Term 1 Board Exam 2021, Who will Hear the Matter?
The matter will be heard by a bench of Justice Khanwilkar and Justice Ravi Kumar. The petition has been filed by advocate S. Nukala who will represent the students in the court today. In the petition, the students have cited CORONA-19 pandemic, as the reason behind their demand.
CISCE had Earlier Proposed to Conduct both Online and Offline Examinations?
CISCE had earlier announced that it would conduct the exam in both online and offline mode, however, later it revised its date sheet and made the mode of examination online similar to that of CBSE. The decision to conduct the offline exam came after CBSE students demanded an option to conduct online and offline exams like CISCE. The number of students appearing in CISCE is less as compared to CBSE board exams.
The petition claimed that the proposed present system of offline examination is fraught with poor planning and lack of use of mind which will further adversely affect the students. Even though the Respondents (Board and others) wanted to hold the examination on the said dates, they had sufficient time and resources to plan carefully and consider the concerns raised in the present petition.
Take Term 1 exam offline or leave it is a stone-cold approach which seriously affects the right to health and hence violates Article 21 of the Constitution of India”, argues the petitioner through plea. Last year, board exams could not be held at all, whereas in the 2020 academic year, board exams were conducted but only for limited subjects and were halted. The board format has been changed for the academic year 2021 as well.
What does the Supreme Court have to say on the petition on CBSE TERM-1 Offline Exam?
Now it is difficult to do it online. We were informed on October 14. They arrived late. But I am not taking the basis of delay. We have taken care of the concerns of the petitioners. Lawyers representing the board said that this time only 12 students will sit in a class so that there is social distancing.
