The Central Board of Secondary Education (CBSE) is setting the tone for digital governance related to payments in the post-pandemic world by developing a reliable payment mechanism for managing and disbursing various payments through Integrated Payment System (IPS).

Efficient System Which is Free From Human Error

The newly developed system has replaced the earlier manual and time-consuming system digitally into an efficient system which is devoid of human error. Before the development and implementation of Integrated Payment System (IPS), various functionaries have to go through a long and time-consuming process due to the manual nature of the payment system made.

A Responsible National Education Body:
Being the national education body, the board has the responsibility of conducting public examinations for schools affiliated to Central Board of Secondary Education (CBSE) and various other competitive examinations like Central Teacher Eligibility Test (CTET), recruitment test etc. About 10 lakh plus faculty members, including headmasters and teachers, render their services for the smooth conduct of such examinations.

Pay Educational Administrators

CBSE To Pay Educational Administrators:

    • 1) For examination duties, after such scrutiny, CBSE will distribute the money to the centre superintendents, who will further distribute the payment to the various office bearers.
    • 2) For affiliation duties, CBSE will pay the Academic Administrators or Principal after such manual checks.
    • 3) It took several steps and a large number of persons joined the payment system.
    • 4) Similarly, about 10,009 plus educational administrators or headmasters are also appointed to inspect the schools for upgradation or called affiliation.
    • 5) Honorarium and DA or TA will be paid to all the functionaries involved in examination or affiliation related duties for their services when they bill manually to the concerned authority.
    • 6) It will take about 6 months for the payment process to be completed first. This was because the process would go through several manual checks.
    • 7) The introduction of a standard payment system through Integrated Payment System (IPS) allows for automated calculations which eliminates the need for human intervention.

IPS Allows Direct Bank Transfers

After submission of inspection report and duty compilation certificate in case of examination duties or such other supporting documents, Integrated Payment System (IPS) allows for direct bank transfer and TA or DA to the intended recipient. This has been achieved through software integration with bank payment gateways.

Various Features Of The Newly Developed IPS

The features of the newly developed IPS are in line with the principles of Ease of Doing Business and Ease of Life, and has been successfully implemented for Affiliation Inspection Payment, Board and Central Teacher Eligibility Test (CTET) Examination Fee Payment.

The system relies on self-declaration or in another word certification, and the ease of doing such transactions has improved significantly. Integrated Payment System (IPS) also allows for automatic verification checks which not only reduce the time taken to process the payment but also reduce the chances of false transactions and non-genuine disbursements.
